About the Author	Dr. David H. Cook has donated time to his community, homeless shelters and a jail. His professional experience includes economic and financial analysis and planning, and software engineering. His professional service to the community includes serving as the president of the board of trustees of a substance abuse treatment center, the finance director of a domestic violence agency, and has authored applications to a variety of U. S. Federal Grant Funding Opportunities. He is an inaugural member of the Chinese scholar's network Anianet. He is the recipient of a 2012 grant from the United Nations Development Programme.
